The rules are simple enough. You can't adopt a character who's tier is higher than your highest tier allowed at the time. So if your best is 1-3 sorry you can't have a 0 tier from here yet. You can only have 9 characters in total so as long as adopting a character doesn't put you over and staff agrees to the adoption you are all set to go!
